Enabling Multiple Remote Desktop

I want to enable Remote Desktop connection on Windows 2003 in such a way that multiple users can connect to it but I am not been able to access the PC when ever 2 users are allready connected is there any way to enable more sessions on single machine

Remote Desktop allows for 2 administrative connections without the need to purchase additional licenses. If you want multiple people to connect to the server, then you need to install terminal services on that machine and purchase the required licenses.
If you did not install terminal services and simply enabled connection via remote desktop then you are in "admin mode" and are allow two connections.
What you are seeing seems to be expected behavior.
