Enabling LDAP over SSL

Hi,

I am trying to enable LDAP over SSl and I am following this document
http://support.microsoft.com/kb/321051

I did all the steps mentioned in the above document but its is still not working.

If I do "Certutil -VerifyStore MY", to check the certificates installed, it shows teh identity certificate there but it cannot find the root

"Incomplete certificate chain
Cannot find certificate:"

Is that teh reason LDAP over SSL not working?
How do I install the ca cert? If I open teh installed id cert, I see that the chain is complete, I installed id certificate using this command as per teh above document
"certreq -accept certnew.cer"

but I am not sure how to install ca, when I use this command for ca it says cannot find object or property. Any help in this regard is appreciated.
