Dual boot and drive letters

I'm doing a dual boot setup utilizing two hard drives. Windows server 2003 was the first OS installed. This OS is on the first hard disk and is the C: drive.
On the second hard drive I've installed Windows XP Pro. When I boot into Win XP Pro the drive letter for that OS turns out to be D:. Well, I really can't do that since my Programs are on Drive D. Yes, I have multi partitions with the OS only on it's own partition. Now the Program partition is on drive E. Now, I know there are some boot loaders out there that do a swap of OS's to both utilize drive C. Meaning when one OS is selected the active atribute on the other OS is taken off and the hidden atribute is put on. This is how the boot loaders can allow either OS to be the C drive; by turning one OS on and the other OS off. This is not working in my case. I believe it's because I'm utilizing two hard drives. Would anybody know a way to do the above mentioned swap with OS's on different hard drives? This way either/or can be the C drive.

Go into the 2003 server, find the boot.ini, modifiy the letters in here.

How do I do that? What would be the syntax? I'm looking at the boot.ini file and I don't have a clue how or where to specify a drive letter in the files content.
