Domain Computers Regional settings

When I add a new Win XP Pro PC into the domain they always start (new profile) with the same regional settings (Spanish Spain). I need them to always start with Spanish Nicaragua settings. The problem is that the new users start with their new profiles restricted and they can't change those settings manually. How can I solve this problem?

Are you imaging the machines? If you are, then if the Regional settings are correct for the Default User Profile in the image, then they should carry over to each user who then logs in.
