Think so, no, well depends on how you mean it.
The web edition can be part of AD but not a domain controller.

I would like to setup two DNS servers, primary and secondary.
can I setup dns server on two different edition? one on enterprise edition by using DNS that came with the OS, one on web edition by using simple DNS plus.
Without joining the domain controller, can I do that?

As long as the DNS zones are configured as standard primary and standard secondary you will be able to replicate from the primary to the secondary even though they are not in the same domain.
You will have to add the IP address of the second server to the primary server (In DNS) to allow zone transfer to the second server.
One thing I am not sure of is if the Web Edition supports the installaton of a DNS server.
