I am running Microsoft Windows Server 2003, and running DNS on these servers. I want to be able to set up and do URL Redirects/Web Redirects by using DNS entries (IE have test.com redirect to bob1.com) is this something that I can do using Microsoft DNS?

Yes by creating a forward lookup for test.com with bob1.com IP address.
