Dhcp is Leasing IP like Mad!

HI, I have only 2 computer connected with Dhcp server (For practice purpose)
And I configure the Dhcp server to lease 7 IP
Problem is: if I start windows 2003 server, the Dhcp is leasing all the IP to server itself!!!
No computer is connected with server, still its saying “scope 90 % percent full only 1 IP remaining “ When it should have full IP reserve. And when it happened, its showed yellow or blue arrow (on the server name) instead of green arrow.
What the problem?? How can I over come this? Please advise.

Do you have other services running, like RAS for example? If so, it may be assigning some address for that. The icon in DHCP will look a bit different for those. Also, DHCP may tell you where those addresses are being leased? Does it resolve the name or MAC address of the device taking the address?
