DFS/FRS file replication issues

I am having trouble with DFS. I have created a DFS root and links with targets. When i attempt to configure file replication the window displays the following message: "This target is not eligible because File Replication service is not installed"... i have checked to see if FRS was running and it is as well as all its dependencies. I also reviewed some How To's and they suggest installing FRS via "Windows Components" page, however i cannot find FRS in the "windows Components" page. As i mentioned previuosly it is already running in Services, but i still find it strange for it not to be in the "windows Components" page when the Microsoft Tech web page suggests its there. Anyways how do I get FRS to work, what's wrong in my system (if anything)... Any help greatly appreciated.
