I want to publish updates to Windows on a Windows 2003 Server. I was wondering if anyone know the URL of where I can manually download Windows Updates, not www.windowsupdates.com, for Windows XP and 2000

You should install SUS for that. Go to MS site for dl of sus.

Or even HFNetcheckpro4 from www.shavlik.com the free version will chek 1 server, & I think 10 clients (maybe more) it downloads the missing patches & deploys them according to the schedule you say, & reboots at the time you want.
