Delgated authentication

Delegated authntiication is when a network service accepts a request from a user and assumes that user's identity to initiate a new connection to a second network service?

So again i come here hopinh i can get another perspective on the topics i ask about. So in essence is this just saying that there is like a duoble layer protection before reaching the network service that needs to be reached in the end? like this user exist on the first server, then this server says yes he is allowed to the second server for what he is trying to access? So just by making the computer or user account have the parameter "enable computer and user account to be trusted ..... E.T.C." this will enable them to bypass this system? Is this only for internal use? Like when you specify a computer to have this access it must be part of your domain?
