Hi, I faced some problem when applying Daylight Saving Time update for win svr 2003.
Is it necessary to apply both of 928388 & 931836 patches to Windows Server 2003? Install 928388 and then followed by 931836?
Is it sufficient if we just apply 931836 without first installing 928388?

According to Microsoft's Website regarding 928388:
"Important The update that is described in this Microsoft Knowledge Base article has been replaced by the update that is described in Microsoft Knowledge Base article 931836. To make sure that Microsoft Windows has the latest time zone data, install the update that is described in Microsoft Knowledge Base article 931836."

which mean 931836 is sufficient for latest & complete time zone data whithout 928388 installation in prior.
Correct me if i get the message worng. :)

If you're running Exchange, don't forget the Exchange DST patch!
Also, you may need to run the Outlook or Exchange Calendar Update tool as well to fix calendar events.

The place where I'm contracting now, it's been hilarious. Recently, a worm hit the network from a workstation that didn't have updated AV, wasn't patched to current, didn't even have XP SP2 for crying out loud. It tore through the network, infecting numerous servers. None of the servers I manage were hit or even phased.
So they're still recovering from that, and they insist all servers are patched to current, including the DST patch.
Well, I did unannounced MBSA scans on those servers as asked by management. Some servers are still not patched to current, missing 2003 SP1, Windows 2000 rollup, some 2003 servers didn't have a single patch installed, and many were still missing the DST patch. Of course, the servers I manage are patched to current with DST for both OS and Exchange, and all calendars have been fixed.
Absolutely hilarious how clueless some of these people are.

I actually had a user uninstall his anti-virus because he thought it was included with the spyware software we pushed out. Of course, the machine got infected. Yet ANOTHER reason NOT to give users Admin privileges.
