Creating Backup domain controller

I want to create a backup domain controller my domain controller is preety old and is running fine but when i try to create additional domain controller on windows 2003 or windows 2000 server it ask for user name and password of admin but do not accept that admin password and gives me error that user doesnt have rights to do that task

There is no such think as a Backup Domain Controller in Active Directory.

Are you running active directory? If not you don't have a domain which would explain your issue.
