You can add services by using the "sc" command und a cmd console. sc \\your_computer create service_name
For more infos use the following command: sc /?

Is this method for one time only? or after I use the command, the new service will start every time the server boot-up

This command creates an service entry in the list of all the other services. The service will be started everytime you restart the server. The service options can be configured in the same way, as all the others in the service list.
