Connecting to internet

I use a cable internet connection which uses a L2TP VPN to connect to internet. I tried setting uo my connection in win 2003 and it doesnt work. But i have exactly the same setting in my xp windows and it works fine. I also disabled the firewall so that is not the problem....
What could be the problem?, is there any thing that is blocking the connection or ....???!!!
