Connecting between two LANS

I am trying to get two LANs to connect to the same domain controller. Both LANs are in the same building, and both are behind a regular Linksys router. I have been having a lot of trouble connecting the router outside of the domain network to the domain controller. Any assistance on this would be GREATLY appreciated.

Is it possible to force them to log in using VPN before allowing them to even gain access to the computer (basically, disable the local account and only allow them to log into the computer if the domain controller approves it).
