Computers not in network neighbourh

I have recently upgraded my windows NT domain to windows 2003. I have 1 Domain controller. I have 5 old BDC's that used to run WINS and DHCP in different areas which i have just demoted to member servers. The problem i have now is that when searching for computers in network neighborhood i get listings from all computers in every area except for 1. Every client computer is either Windows 2000 or XP and are configured exactly the same everywhere. I can connect to all the machines in the effected area, just can not browse to them from network neighborhood. All machines are also pointing to the same Wins and dns servers. I could really use anyone help...

Would you believe I have the same problem in a network with no server OS's (therefore no domain, no WINS)? Currently active on the network are: one WinXPhome system (browse master), one WinME, one Win95b, and two ThinkPads running Win98SE. All can be reached by "Find Computer," "ping," and "Map Network Drive." However, one of the ThinkPads is not in the "Network Neighorhood."
