I was not aware that with 2003 by default they cannot, but it is a real good idea!
Why would you want to allow them to change the time? Better to have the time synced to the server with a logon script. If a user sets the date/time substantially wrong, they will not be able to authenticate! Also the server should be syncing with an external timeserver.

Hi Peter,
In regards to your message, I have a logon script that synchronizes the time when they login. The only problem is is that since the domain policy is not for users to change the system time, the script portion of synchronizing the time fails as the user has no rights to change it. How do you do it then with a user that has no rights to change the time have them sycnronize with the server? I am really curious as to how you do it. Thanks.

Ahah. Seems like a Catch 22, doesn't it?
It brings up the question of what credentials a logon script runs under - I don't know, but now I going to find out (well, not now, tomorrow) but I kinda think it would be system, not the user, so it should work regardless of the GPO denying the right to change the time to the user.
Are you sure the script is running and the syntax is right? If you are, I will look at it in more detail tomorrow - you got me curious..
