Choose CPU in dual processor system

OS: Windows 2003 Server
CPU/Ram: 2 / 1,5 Gig

Hi,
we have to configure an application in such a way, that it uses only one of the two CPUs. How can I do this, without using the Taskmanager after starting the application ???
