Why in the world are you allowing your users to login to your server locally??????
If you want the users to be required to change password (for Domain account) on next login, you'll need to set that in the user's profile in AD.

AD is where you set up users and where they should be required to change their passwords at next logon. Computer Management should hardly be utilized if AD is installed and only affects users logging in locally.
