Can't see Win98 PC in Win2003Domain

I can't see the win 98 computers I'm adding into a domain.
Also, the restrictions don't work at all.
The accounts are working because without the passwords I can't log in in those pcs but in the list of computers of the domain I can't see them. I tried adding them manually but when I did and tried to administrate one of them I got the "can't locate computer" error.
