Can't Install Group Policy Manager

Hey. I just downloaded that tool from microsoft to simplify the group policy process for my server (Group Policy Manager). I've used it before and it's really nice... I'm trying to install it on a new server with windows 2003. Whenever it gets right to the end of the insstall, it starts to uninstall itself! Then it says an error occured and it couldnt' be installed. Any ideas why this is happening and how I can get it to install?
