Can't change password, GPO says yes

One Default Domain Policy one one OU, Password Policy set to minimum password length 4, and remember the last 2 passwords.

I go to any user on domain, ctrl alt del, enter old pswd, new, new. Then it says paswd must be at least 4 characters, or can't be one of the last two passwords. I've tried 4, 5, 10 digit passwords, nothing. Tried changing policy to 5 characters, 0 remebered, nothing. Can't seem to change any passwords, what gives?

Have you disable the "Password must meet complexity requirements"?

Then I would check if there are other GPO that is overriding the the Default.
