cannot view sites in IIS

I keep getting HTTP error 401.1 Do to invalid credentials when trying to view web pages with anonymous users selected. If anonymous users is selected with intergrated windows authentication, we are able to view the website, but when the intergrated windows authentication is taken off we cannot view website. So its like the anonymous Iusr account is not working. It has the correct permissions to the web folder. What can I try to fix this problem anything I found on the net has not worked.
