Cannot open port 80

I'm trying to set up a web server. I've set up two domains with dnspark.net as I haven't a clue how to set up DNS locally. The domains work when accessing them locally. However, they cannot be accessed by the outside world. I've used a web-based port scanner (SHIELDS UP) and found that all my ports, including Port 80, are invisible to the outside world.
How can I change port settings in 2003? I've just installed SP1 and the Security Configuration Wizard (it was the same situation before I installed them). I have a cable connection with NTL and they do not block port 80.

Forgot to add ... I don't have a router attached. I do have a Belkin Wireless Access Point/Router but it's disconnected for the time being.

Hi, is this webserver internet facing?
If it is on a local address eg, 192.168.x.x or 10.0.x.x then you have to enable port forwarding on the router, foward port 80 to the local ip of the webserver.
