Cannot disable POP3 SPA

This is weird. We've been using POP3 to send/receive mail for somtime. We had SPA enabled on the POP3 server however we want to disable this so we can use some other client mail apps that don't have SPA enabled.
Went into POP3 service and turned off SPA then restarted service.
In Outlook, edit account and turned off SPA. Try to retrieve mail but now prompts for password all the time. Turned on SPA, works again.
Why does POP3 service still think SPA is enabled? Looked in registry and SPA is defeneteley set to 0.
