Hello,
I have recently had a problem with my media server. I am using Windows Media Services 9 to attempt to stream media. The test of my stream works fine, but if I try to connect to my server from a computer not on the network, the connection fails. I can connect to my Web server (IIS) fine, just not my publishing point.
Any help would be much appreciated.

This could be a firewall issue. Depending on how your WMS is set up, your firewall will need to allow incoming connections on some or all of the following ports:
MMS TCP and UDP port 1755 - this is the protocal that WMS uses to talk to the client and figure out the best way of streaming media to it
RTSP TCP port 554, UDP ports 5004 and 5005 - Real Time Streaming Protocol, does what it says on the tin

I suggest you "read" (glance through) that article before you open all the ports up, there's a table half-way down titled "Delivering a unicast stream" that ought to tell you what you need to know.

I had actually turned my firewall off to test it. Before I had turned my firewall off I could not connect to my IIS. I know that's not good practice, but even with my firewall off I could not connect to the server.

Have you configured the URL properly?
By default, when creating the announcement page and playlist, Windows Media Services puts in your server's local DNS name.
The second page of the Announcement Wizard (or the first if you ticked "Do not show this Welcome page again), titled Access the Content has a url
mms://LOCALNAME/PublishingPointName
For external access, you will need to change this to
mms://INTERNETNAME/PublishingPoint
eg mms://media.company.com/portal

It seems I can only connect to users on the same subnet. I have tried your suggestions and many more to no avail.
