Can't do it. You'd have to start over, formatting and installing the 32-bit version of Server 2003. Why do you want to change the OS in the first place?

because i have programs that doesn't support 64 bit so i have to change the OS to 32 bit as you know i need easy and quick way without formatting to change OS from 64 bit to 32 bit thanks best regards

As I said; there is none. You'll have to start from scratch and install the 32-bit Server software.
Next time you may want to check the compatibility before purchasing and installing any server OS or software.
