Block Special MAC Address

CPU/Ram: AMD XP2500+/512DDR

I have a network that via DSL Modem to connect to Internet and assign local IP address by Windows 2003 DHCP server. My question is how to block some special users connect to Internet, that means those users can sharing network source but can not connect to Internet? Can I block some special MAC address?

there are no "special" mac addresses :-)

You can do this with proxy server and third party products

In DHCP make reservations for those macaddresses and assign them no default gateway, this way the cannot rurf the internet and still browse local network resources.
