Basic authentication problem IIS6

We have 2 windows 2003 dedicated servers at one company and 1 at another. Basic authentication to password protect folders in IIS6 works fine on first 2 servers but not on third. No difference as far as I can tell. Created a user, changed file permissions on required file, changed authentication, removed anon,etc. Correctly shows 3 login attempts and then fails with: You do not have permission to view this directory or page using the credentials that you supplied because your Web browser is sending a WWW-Authenticate header field that the Web server is not configured to accept.
