Backup, Restore Local Users & Group

i have a non-ad windows 2003. How can i backup all the local user account?

Use ntbackup, create a backup set and include the "system state" in your backup. Also, ensure you're backing up the "C:\Documents and Settings" folder. It contains all the user folders.
