Application server mode problem

OS: WIN 2003 Server Std. Edit
CPU/Ram: 4GB
Comment:

I wanted to install some software on Windows Server 2003 Std. Edition but I get this message
"This machine is running Terminal Services in Application Server Mode.Applications are not available to install from network in this mode."

Please let me know how do I change it to Install mode.
Any information on this modes thing is also welcome.

Use Add/Remove or put the server in Install mode.

At a command prompt type CHANGE USER /INSTALL

When finished with the install type CHANGE USER /EXECUTE.
