Administrators cant administrate

I am having problems getting into the administrative tools options on some of clients. I am getting the following error message "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator." Firstly I am the administrator I have looged in as domain and local admin and it still wont let me in here. All I want to do is stop uses being able to shut down windows. Surley some user must be able to get to change these options.

There is Group policy that will do that, I would use a Machine policy not a user policy.. I would then apply the GPO on the Domain or Site or OU level.. it's up to you how you want to do that..
