Add/Remove Programs Problem

We have a Citrix server that has Windows 2003 Server installed. I need to install software. When I go into Add/Remove programs fromt the control panel on any user except Administrator I get the following error:
Add or Remove Programs has been restricted. See your administrator.
I even tried my login which is has administrator rights and I still get the same error.
I went into group policies and allowed the users to be habe to install. Nothing works. How can I get users to use the add/remove programs feature.
