Adding users to domain and groups

Hello, my question is a little complicated:
I work at a company where we have AD and 2003 servers. there are two domains, A and B. I only have access to domain A. I am often required to create new users for domain A, and then add them to three fixed groups in domain B. In order to add them to these groups I'm required to ask someone who has the permission to do so in domain B, Which is quite frustrating due to the amount of users I'm creating each day, and the person who has access to domain B is not always being available. Since I won't be getting access to domain B anytime soon, I'm asking is this: Is there a way to speed up the process by having the domain B guy run an automated script which will add the new users I send him to these three fixed groups? Or if you can think of a better solution, please go ahead.
