Adding user to Domain

HI Guys,
I have setup a Domain using the Wizard by the Manage Your Server. Now if I want to add a new user to the Domain, I got error says: Windows Cannot set the password for Username becuase: The password does not meet the password policy requierments. Check the minimum password length, password comlexity and password history requierments.
In addition, all the below are the configureations of the password policy in the Default Domain Security Setting:
Enforce Password history: 1 password remembered Max Password age 30 days Min Password age 29 days Min length 4 char Password must meet the complexity req Enabled Store password using revresible ecryption Enabled.
