Add users/Groups on DC as member

OS: W2K3 Server R2
CPU/Ram: P4/1GM

We have 2 W2K3 Servers,
1) Domain Controller (DC)
2) As member of DC

I'm used server 1) to assign permissions for User/Computer or Groups, for example: I created a folder name "PUBLIC" and right click on that folder--> click "Sharing and Security..." --> click "Share this folder"-->"permissions"--> "Add.."--> and when i click "Advanced.." to collect users from DC then it appeared this message "The advanced page cannot be opened because of following error: The server is not operational."
what's it cause from?

How can I handle it? Please advise....
