AD not replicating

We have 2 domain controller, for some reason when I add a new users in domain controller 2, it doesn't replicate in controller 1, what don't the AD synchronise?

How long are you waiting to see if replication has taken place?
As a rule of thumb, you want to give it 15 to 30 minutes before you can assume it hasn't taken place.
Have you tried forcing replication? If yes, did it work?
Have you check Event Viewer for errors pertaining to AD Replication?

waited 1 day still nothing, it works if i made some changes to the ad on the main dc it will replicate to the other dc, But not vise versa.

You can replicate it by going to Active directory site and services and go to NTDS setting of the domain where you have created account-->in the right hand side panel->you select domain 2 and right click -->replicate now.
