Hi guys!
We have win2k3 server.It is a Domain Controller.In that we installed Active directory.We have 15 users.One user changed his password.I am an administrator for this server.My question is how to know his system password.Only knowing password we are not reseting his password.I know how to Reset password it.

There is not a way to know the password unless you had a keylogger installed. I think there are some programs out there that will allow you to see the password as well. Is there a reason that you must know the password?

Short of running a password crack program, nothing.
You shouldn't know his password, or else you could log in as him, and commit malicious acts on the network and hold him responsible for it. Microsoft therefore designed it to not allow the password to be easily seen.

Admins don't need to know Domain user passwords. It's non of our business. Do your Company Security Policies actually allow it?

Are there tools? Yes. Go to a hacker's webpage to get a password cracker. Don't blame us if you get accused of hacking, you get a virus for such a site, etc.
Is it possible to see their password with native AD tools? I thought we were pretty clear the answer is no...
