Your account has been denied rights. This can be the symptom of many things like not being an administrator or others which are not desirable [virus infection, hacked..] Can anyone access?
since am in administrator and unable to open services.msc,secpol.msc,gpedit.msc thus the priviledges more than the administrator can any user have. But we are used before of all the services and we are unable to open now it displays access denied.we too use antivirus in the system in our organisation we never faced this kind of problem.

Administrators can be denied access. Don't assume by being admin you have open access.
Have you checked permissions on those files?
Can you run mmc and other snapins?
Sounds to me someone restricted admin from those objects in AD.
