Access Denied DHCP restart

I have set up a small net of 5 PC at my house one of them with server 2003 EE. I was making some changes to DHCP the other day and I wanted to restart DHCP. When I tried I got a msg saying "Access denied" I tried with 2 other admin accounts that I have on the PC and i was still getting the same msg. All accounts had DHCP admin and other admin rights on the PC. Any one has an idea of why am I getting that?

Check the ACL's on the service.
