2003 Server FTP Issues

I am having a problem sending my files to my ftp server. If I am on my network I can connect to the server and upload files. If I am off-site I CAN connect to the server BUT I cannot get my files to upload. I get a 550 Requested Action not taken. Is this a case of increased default security with Windows 2003 playing havok?
