2003 domain policy

Access is denied to "domain security policy" and "domain controller security policy".

Only thing I can think of that would have changed in the policy, is a security option "microsoft network client: Digitally sign communications (always) and the (if client agrees)" to DISABLED from NOT DEFINED. (This was to allow ghost boot disk to save an image to the server path)

So now on the main 2003 system, i get denied on both... however, if I logon to another DC and goto the policys I can get in and change the setting back to default.

Even after doing that, I still cannot get onto the policys... and I"m logged in as administrator.
