2003 Active Directory Users

I have just set up a cluster of 4 servers. 1 has Active directory and DNS set up. I have no problem getting the others to join the Domain.
However, when I creat a user on in the active directory I cannot set up that user with local permissions on the other servers. (when I go into the admin group in computer management the domain is not in the locations section only the local computer) and when I try to type in the full domain path of the user it will not let me add them because the location is not in the locations tab.
I did have success by adding the user to the local admin group throught the PDC's manage other computers. But I still cannot give that new admin any special permissions?
