What does 1 long beep followed by 3 short and then 1
long at the end mean?

At what point are you hearing these beeps? Does the system boot to Server 2003?

I am sorry, this is not a server.

This is a client workstation, and I hear the beeps the moment
that the computer turns on.

Try re-seating the graphics card and RAM.

Those are "beep error codes" as supplied by the manufacturer of your PC's BIOS. Find out the BIOS mfg's name (AMI for example) and then go to their website and search their beep error codes for the one you're getting.
