Zyxel Router "turns on" always with Active Directory Installed

I Have a Zyxel Router that go online always, since´if i have my Active Directory Installed on Windows 2000 Server. Active Directory is needed if it´s a Domain Server.
Please tell me how to fix this problem !

I have the same problem with a Cicso Router and the Server is also a Windows 2000 Server. I need help. Thanks.
