CPU/Ram: P4 2.4/512 ram

When I boot into Windows I get >>
WJView Error

ERROR: Could not execute Main : The system cannot find the file specified.

The file wjview.exe is in C:\WINNT\System32 folder. Is there any reason why I am getting this message and how do I fix it?

One person had the same problem yet fixed it by doing the following, which is not clear to me, he downloaded a msconfig ap that stopped it from loading a start up.

Can anyone help?
