Here's THE fix :
You need to disable the windows management service or something like that go to control panel > administrative options > services and right click > properties on all of the services until you find the one that is using winmgmt.exe then disable.

This service is required if you want to see the "Dependencies" tab in service configuration and you want everything to go smoothly. Both "Windows Management Instrumentation" and "Windows Management Instrumentation Driver Extension" should at least be left on Manual.
