Of course it's necessary!! Winlogin.exe gets executed early in the boot process and ensures that the user provides the proper credentials (proof) before obtaining access to the computer. Winlogon.exe uses a special sequence of events to recognize when a user wants to log in or perform other secure operations. I wouldn't recommend getting rid of this file - unless you want a load of problems.
