I started my computer up and this message appeared: Windows - Unable to Load Device Driver

C:\PROGRA~1\COMMON~1\SYMANT~1\VIRUSD~1\20030918.007\NavEx15.Sys device driver could not be loaded.
Error Status was 0xc0000221

after receiving this message my nortan antivirus seens to have been changed...auto-protect has been disabled and i cant enable it...is this due to a virus...what is the reason for this and how can i fix this problem?
