windows wallpaper disappears

HI all
This is the first time that I am forcing a wallpaper through ntconfig.pol. When a user logs in, the wallpaper that I copied to their hardrive shows for about 4 seconds then disappears. It is a jpg file and I do have active desktop on my machines.
What would cause my wallpaper to flash then go away. Any idea how I can fix this?
